The init.d script is broken - starting a started resource should
return success (i.e. 0), not an error. You should also check if the
initscripts implement a "status" command. Heartbeat will use this to
check if the resource is running on each node; if it returns an
error, heartbeat will try to stop and start it again.

As the return code from these scripts is the only information
heartbeat has as to the status of your resources, it is very very
very important that they return consistent results.

to see what is expected of an LSB (init.d) script. It's not even
worth trying to get heartbeat working properly unless your scripts
support the needed commands properly.
