Remove any rule with #is-dc in it - its not relevant to you or your
resources
As lars also told you on IRC, the location constraints also dont allow
the resources to move anywhere if they fail.
Most things seem to be running, but the 3s timeout for rsc_winbind_2
seems very low and rsc_clamd_2 seems to have trouble stopping.
