* don't set default-resource-stickiness to INFINITY
* Grab this script: http://hg.clusterlabs.org/pacemaker/dev/raw-file/tip/contrib/showscores.sh 
  and use it to determine SCORE
* set default-resource-failure-stickiness = SCORE / 3
