You didn't provide enough information. There must have been a
reason why oracle didn't start. You can also test it easily
yourself on the command line:

# export OCF_ROOT=/usr/lib/ocf
# OCF_RESKEY_sid=... /usr/lib/ocf/resource.d/heartbeat/oracle start
