Update:
If I revert to effectively the same configurations in a v1 setting
things are as stable, quiet, and all around pleasant.
Here is the relevant v1 configs:
% cat /etc/ha.d/ha.cf
use_logd on
keepalive 1
deadtime 5
initdead 120
udpport 694
baud 19200
serial /dev/ttyS0
bcast eth2
node cody
node tim
crm off
% cat /etc/ha.d/haresources
cody IPaddr2::131.212.4.153 IPaddr2::192.168.115.33
Again, in my v2 setting the second node to join has issues and implodes
(see logs in previous message).
