Interesting. Do you have an example that would accomplish this?

Does it mean that colocation rules implicitly mean that "A can not run
anywhere where B does not run" and "B can not run anywhere where A does
not run", and that one without the other is only allowed during
startup/shutdown?

That would match what we've experienced. 

However, I don't think it makes sense for what users typically use
colocation for. E.g. if I say that my webserver must run on the same
machine as the database, why should that imply that the databaseserver
should not be allowed to run if the webserver can't?
