[Linux-HA] change monitor timeout

Hi,

I have a question related to bugzilla 1625, the point is to change 'op'
values on-line.

I thought that Yamauchi-san's first request on bugzilla was to change
'monitor's timeout' on-line.
but, it seems like meta attributes (like timeout) won't take effect until
the next transition.
I made sure that if I change both 'timeout' and 'interval' with cibamdin,
these values took effect immediately. 
I may not understand the difference of these values (meta, or not) correctly
first,
is there any way to take effect the value of 'timeout' by itself?
Should I change 'timeout' and 'interval' at the same time to reflect them in
Heartbeat?
