I used to have problems with interfaces changing names on me on reboot,
but it went away after upgrading to a newer Ubuntu version. The reason
is that recent Ubuntu versions have a file located at /etc/iftab that
assigns persistent names to network interfaces in the same way
that /etc/fstab can assign mount points to specific devices.

I don't know if this is a Debian/Ubuntu specific thing or if it is a
feature of the latest versions of udev, but it might be worth looking
into.
