[Linux-HA] /var/lib/heartbeat permission all belong to root

Couldn't one use setrlimit() to manage RLIMIT_CORE directly?  (If
supressing code dumps is a goal.)  Most UNIX/Linux distros have a
comand-line interface to this syscall; it's a great way of straping
down a whole process tree...
