When I installed on SuSE 9.1 I needed the following packages over and 
above the default install:

e2fsprogs-devel
pkgconfig
glib2-devel
libnet
libxml2-devel
readline-devel
swig
net-snmp-devel
rpm-devel
tcpd-devel
popt-devel
openssl-devel

You may need some more packages, you may not need all of the above but 
this list should get you much closer.
