I've got the same error.
FYI, my workaround is like this:

# touch tsa_plugin/ha_mgmt_client.i
# touch tsa_plugin/ha_mgmt_client_wrap.c
# ./ConfigureMe rpm (with options you want)

It should work as long as you don't need the TSA plugin.
