There is no reason at all to do that. Heartbeat supports 4 kinds of
resource agents:
OCF (preferred)
heartbeat1 (obsolescent)
LSB (/etc/init.d)
This is discussed extensively on the web site, and in my tutorial in the
HeartbeatTutorials directory.
