[Linux-HA] how to swap an /etc/php.ini file in / out ?

I compile php with

--with-config-file-path=/directory/where/it/resides

for each instance.

Or, You can set the environment value PHPRC

Or just put it in ServerRoot, I believe.  But that's dangerous, since
you can't be sure it will be read first.
