Because in a non-symmetric cluster you NEED to specify the constraints
where resources are able to run. Otherwise the cluster has no clue where
in the asymmetricity the ressources can get started.

I recently built an asymmetric cluster with 6 Nodes, where the resources 
are bound to fixed hostnames (#uname), because the nodes need to know 
eachother but cannot run every service on every host.
