[Linux-HA] "cib.xml already exists" error

This problem has been posted before, but I did not see a satisfactory 
solution posted.
I am configuring heartbeat on my cluster, following the instructions, and 
here is what happens:

vi /root/haresources.temp

minnie 192.168.110.132 mysql

python /usr/lib/heartbeat/haresources2cib.py  /root/haresources.temp > 
/var/lib/heartbeat/crm/cib.xml

cib.xml or cib.xml.sig exist in /var/lib/heartbeat/crm/
please remove them before generating new cib.xml

I check - and the file really does exist, but it's empty....i go ahead and 
delete it...repeat the previous command...and get the same error message.
I hope someone else has encountered the same problem and can give me some 
advice.
