[Linux-HA] cannot start mgmtd

ok, setting "crm on" it work.
There are many other error in log, but the gui work

My ha.cf is _very_ minimal (for test)

apiauth         mgmtd   uid=root
respawn         root    /usr/lib/heartbeat/mgmtd -v -t
crm on
