[Linux-HA] heartbeat 2.0.8: still not working

I am finding other times that the logs are not exactly accurate:
With heartbeat running and the IP over on grp-01-30-02, I then went into the GUI and stopped the IP and then restarted it. It restarted back on its preferred location which is grp-01-30-01. I logged in with ssh to verify. The GUI also verifies this. But when I look at the log on grp-01-30-02 it shows the IP being stopped twice rather than being stopped and then restarted. The second stopped should have been a Started grp-01-30-01. Makes for some difficult debugging.
