[Linux-HA] How does L-HA handle the power controller and system power on the same power cord?

How does L-HA handle systems that have the power controler and
system power on the same power cord. Many of todays systems have the
power controller integrated into the box and there is one single plug for the  box. 
If a system looses power (pull plug) this brings down both the node and the power controller. If this is the active node the standby is supposed to (STONITH) shoot it before taking over.
However shooting the active node will fail because the power controller is
down also. What does the standby node do? Takeover? Why?
