stop_orphan_resources=true should have done it already...
can you post the result of "cibadmin -Q" and I'll look into it.

in later versions they're documented using the command: pengine metadata

just because they're the defaults doesn't mean they suit your
situation and the best way to ensure people review them is to complain
when they're not set :)
