No, the logic in the current version of 
lib/plugins/stonith/apcmastersnmp.c only performs a reset when 
apcmastersnmp_reset_req() is called.  A few small enhancements to the 
function to recognize the off request and then pass OUTLET_OFF into an 
APC_write() should do the trick...
