[Linux-HA] Re-read haresources?

That seems as good as dynamic reconfiguration in practical terms. If I
add a new resource and don't restart heartbeat, and the node fails, then
the standby node will read haresources and start all the resources,
including the new one. If I have stated it correctly, then why would I
ever need to restart heartbeat to bring a new resource online (assuming
I am not monitoring resources)?
