I could be wrong, but my understanding is that you can add something to
haresources and heartbeat won't try and start it immediatly, but when a failover
event takes place heartbeat reads the file at that time and starts/stops the
recorces listed there
I've used this in the past when adding additional VIPs to a firewall pair when I
didn't want to trigger a failover.
so if I'm right (and wasn't just lucky) this puts it somewhere in between
requireing a restart and dynamicly reconfiguring itself.
