[Linux-HA] Change the cib.xml under a live cluster

I have been using (on the host which is DC - not sure if this is necessary)
cd /somewhere
cp /var/lib/heartbeat/crm/cib.xml cib.xml
update cib.xml
cibadmin -R -x cib.xml
sometimes it fail with 'file too old' so I keep my mods small and incrementally incorporate changes.
I'm sure there is a way to stop updates to the live cib.xml occuring but I'm not surfe if I want that usage.

I have a 2 nodes active/passive cluster which works fine!
I would like to modify the cib.xml (remove, add and modify resources)
but I couldn't restart both node at the same time, becouse the
applications must work everytime!
So the question is:
How can I change the cib.xml under a live cluster?
