ops list too long

I have configured the timeout for the start operation for this resource as it's take some time to start.
It then appears to try and start the resources again - is this expected behaviour? The return code from the first start is zero.
How can I set the default for 'stayed in operation (longer
than 5000 ms)' so that these messages are not shown.
