[Linux-HA] 2.0.3 building woes

Looks like this problem exists in CVS problem only. Either download
source tarball from Linux-HA site (it comes with libltdl.tar) or run
tar -cvf libltdl.tar libltdl in the linux-ha source directory. But I
would recommend first way.
