I too have this problem and solved it. I simply grabbed the SRPM from
the linux-ha website and rebuild the RPM.
# rpm -ivh heartbeat-x.x.x.src.rpm
# rpmbuild -ba /usr/src/redhat/SPECS/heartbeat.spec
and used the resultant RPMS.
