That sort of defeats the purpose of what start_prereq was meant to
provide, no? Namely exactly the ability to start again w/o fencing, for
example for self-fencing resources.

Assume a cluster of 5 nodes, a power switch capable of 2 concurrent
connections, and now the 2 nodes holding these die. "Duh." Or even a
power switch capable of switching 8 nodes but only a single concurrent
connection (which is quite common), and now you lose just _one_ node and
can't proceed.

-> Blocker bug.
