You could run two separate DHCP servers on the network (ie on two 
separate machines, or maybe one with two separate cards).
Each is configured with the MAC address of the interface, but one
serves up the 'permanent' IP and one the HA address.
(We do have a case where four DHCP servers run on a network, for other 
reasons,and it does work).

I'd guess though that dhclient software wouldn't cope with eth0 and 
eth0:1 being different, but you can only suck it and see.

I'm not really being 100% serious with this suggestion, but it would 
work from the server side.
