[Linux-HA] CRM vs. no CRM

I'm playing around with heartbeat 2.0.5, drbd, and dhcp.  If I
configure heartbeat without CRM, the drbd share and dhcp service fires
up immediately.  However, if I switch to "crm yes", it takes about 3
minutes after bootup before the drbd device mounts and dhcp to start.
Is this normal behavior?  Thanks for any insight.
