so why won't you try to "cibadmin -U -x ~/cib.xml" and forget about
"/var"(iable) things?

of course such a cib should have only <crm_config/>; <resources/>;
<constraints/> and empty <nodes/> sections, which is rather pro than
con, as heartbeat manages nodelist and statictics/transition data on
it's behalf and you don't need to clutter your configuration with it.

plus id for each tag so that each consequent update will recognize your
changes and apply them by replacing the old values for the given id.
