It means that it doesn't currently make any difference what you set - 
because quorum is (currently) never lost.

In the future, we'll probably add a tie-breaker function, then this 
won't be the only option for 2-node clusters.

So, when we do this, or when you add another node to the cluster, then 
it might matter.

But, until then, it doesn't matter at all.
