[Linux-HA] Default Queorum Policy

Hello All -

How does "no quorum policy" work? Here is an output from crm_mon tool:

Config Options
                                                                          
 Default resource stickiness           :   1000000                        
                                                                          
 STONITH of failed nodes               :   disabled                       
                                                                          
 Cluster is                            :   a-symmetric                    
                                                                          
 No Quorum Policy                      :   Stop ALL resources             
                                                                          


Node List
      Node: aspdev1.tonservices.com (f8c4c17a-bbab-4f45-87ae-e54d9a1f8eea):
      online
      Node: aspdev2.tonservices.com (ceb08863-59bb-4bc4-bb7e-11c4e16fd6a1):
      OFFLINE


   As you can see "No Quorum Policy" is set to "Stop ALL resources" which
   is default value. But when one node starts while heartbeat on another
   node is down, the first one starts up all resources along. Why?
