This should NOT happen.

If the STONITH is failing, it should retry until it succeeds.

If the STONITH module lies and returns success when it's failed, that would 
be bad - and it would cause this behavior.

But, other than this, it shouldn't happen at all.

What version of heartbeat are you using?
