local means I'm running all resources that are supposed to be running on
this node.
foreign means I'm only running resources supposed to be running on the
other node
All means I'm running all resources - regardless of which node you told
heartbeat to run them on.
None means, well, none.
You will get local if you have auto_failback on, or if you have
auto_failback off and you reboot both machines at about the same time.
