You can have quorum, you just cannot base it on a mere node majority. So
this is one scenario where quorum is not sufficient; and it applies to
95% of all deployed clusters (which are 2 nodes).

Anyway, so in a 3 node scenario, how do you handle the consequences of a
2:1 split in a 3 node cluster with just quorum and w/o any form of
fencing, as you propose?
