[Linux-HA] Is this normal takeover behavior?

I have V1.2.1 running on two boxes.  Auto_failback is off.  Haresources
has a single entry "server02 192.168.1.80 runjabber".  Normally the
resource runs on server01, so this would be considered the primary even
though server02 is listed as preferred (I did not set it up).  Server01
goes to standby and server02 takes over.  After I reboot server01 it
takes back the resource even though server02 is in good shape, server02
obliges and gives it up.  I thought it should stay on server02 since
auto_failback is off.
