Typically they are hardware devices, like reset switches.
They can also be sofware based. I am not sure if a watchdog
device exists, as the idea is that one node reboots the other,
not that the node reboots itself. However watchdogs can
also be incoporated into an ha setup if you think that is
the right thing for you.
