About "host ping file"

Hello! (and excuse my poor english)
I'm building a firewall with 2 nodes in HA. I saw in that url:

I use a interface for inbound traffic and other interface for outbound
traffic. I'm using vlan tagging.
Now, if I disconnect the wire of an interface, heartbeat don't realize.
I'm using "heartbeat-0.4.9.2-1" rpm package on RedHat 7.2. Is "ipfail"
included?
Another question... Is possible switch _ONLY_ one service from node 1 to
node 2.
