You can see pointers to (almost) everything I know about at my Linux-HA web
site: http://www.henge.com/~alanr/ha/
There are (at least) three Linux-HA efforts already ongoing, and another
Sun-based open source effort (which isn't yet on my web page).
I wrote some heartbeat code and have done an integration with some IP address
takeover code from Horms. This development is occasionally active, and I
expect to find some time to work on it in the next few months.
The Ericcson folks have a fairly advanced implementation based on their own
interpreted language "Erlang". This appears to be a fairly active
development.
Stephen C. Tweedie (also of Red Hat) has begun what seems like a sophisticated
implementation. It's in a sort of stasis while he works on some filesystem
code.
If anyone disagrees with my summary, my apologies, and please let me know --
it's intended to be accurate.
There may be some more interest (and effort) from persons in my company
(Lucent Technologies) in the next few months, but that remains to be seen.
