That seems good to me.
For what is is worth, I already include the original interation
of this line uncommented in debian packages. This is because
some of the debian daemons do indeed like to print "not running"
and it seems to be quite a safe patch to me. That said, I
am comfortable with it being commented in the main source if
scripts that do so are considered to be broken.
